This beautifully hand-crafted rainbow fan is called a "cha sensu." It's smaller than a regular fan. In tea ceremonies, the cha sensu is placed in front of your knees while you greet someone.
Unlike regular sensu fans, this cha sensu is not intended to use for fanning.
The product comes with a stand for the cha sensu so it can be used as an interior decoration as well.
